Tema Oil Refinery Resumes Operations: A Turning Point for Ghana's Energy Industry

Ghana's energy sector has reached a significant milestone with the successful restart of the Tema Oil Refinery (TOR) after more than six years of inactivity. Following the completion of a comprehensive turnaround maintenance program and the necessary regulatory approvals, refining operations officially resumed on 19 December 2025, marking a major step toward strengthening the nation's downstream petroleum industry.

The refinery's return to operation is expected to reduce Ghana's dependence on imported refined petroleum products, improve energy security, and help conserve foreign exchange by increasing domestic fuel production. The restart also demonstrates renewed confidence in the country's industrial infrastructure and commitment to revitalizing strategic national assets.

Currently operating at an initial throughput of approximately 28,000 barrels per day, TOR has outlined plans to progressively restore its full refining capacity of 45,000 barrels per day, with longer-term ambitions to expand production to 60,000 barrels per day through ongoing equipment upgrades and modernization initiatives.

Beyond fuel production, the refinery's revival is expected to stimulate economic growth by creating employment opportunities, supporting local industries, enhancing supply chain resilience, and strengthening Ghana's position as a key energy hub in West Africa. The successful restart also reflects the importance of proactive maintenance, operational excellence, and strategic investment in sustaining critical industrial infrastructure.
